Open Question: Why don't all pistols have these safety features?

Saw these guns at the range:

1)  Astra 400 9mm Largo.  You take the clip out, the safety is engaged.

2)  Smith & Wesson Model 39, 9mm Parabellum.  You take the clip out, the trigger is disconnected from the firing pin.

3)  Walther P-38/P-1, 9 mm Parabellum.  There is a rod that sticks out the back of the gun whenever there is a bullet in the chamber.  You can even run your finger over this in the dark, and tell.
